Analysis
Hong Kong police's half-year fraud report highlights a growing concern: while investment fraud represents only about one-tenth of all fraud cases, it accounts for nearly half of total losses, with cryptocurrency-related schemes being particularly damaging. The single HK$84 million crypto investment fraud case illustrates how victims are lured into transferring digital assets to third-party wallets, a pattern that regulators and law enforcement are increasingly targeting. The ongoing JPEX case, with approximately 2,800 victims and HK$1.6 billion in losses, remains a significant test case for Hong Kong's virtual asset regulatory framework. The arrests of 81 individuals since 2023, with 29 charged, signal sustained enforcement efforts. Watch for further updates on JPEX prosecutions, potential new regulatory measures targeting crypto investment scams, and whether Hong Kong's licensing regime will tighten to prevent similar frauds.

PANews reported on August 15, citing Hong Kong media Ming Pao, that Hong Kong police announced that in the first half of this year Hong Kong recorded a total of 20,613 fraud cases of various types, involving total losses of about HK$3.5 billion. Among them, there were 2,151 investment fraud cases, accounting for about one-tenth of all fraud cases, but they caused losses of as much as HK$1.66 billion. One investment fraud case involving cryptocurrency resulted in a loss of about HK$84 million. The victim was lured into investing and transferred cryptocurrency to an e-wallet provided by the other party, and ultimately discovered the fraud after being unable to withdraw the assets.

Hong Kong police also updated the progress of the JPEX virtual asset fraud case. The case is still under investigation, with about 2,800 victims so far and losses of about HK$1.6 billion. Since 2023, law enforcement agencies have arrested 81 people, of whom 29 have been charged with conspiracy to defraud, money laundering, and perverting the course of justice.
